Week Commencing 25th January 2010 - Industrial Action Local Authorities, Health Boards, Voluntary Hospitals & State Employees



As a result of the Government decision to cut the Rates of Pay of our Members, allied to their threats to make further cuts in pay, pensions and jobs and following meetings of the PSC of the ICTU and the T.E.E.U. National Consultative Committee for Local Authorities, Health Boards, Voluntary Hospitals and State Employees, I now formally advise you of the commencement of Industrial Action up to and including all out strike.

Please find below a list of some of the actions to be adopted by our Members in line with Phase 1 of the PSC plan of action. This list is not exhaustive but any further actions to take place will be in line with the aforementioned plan:

• Where there is identifiable chain of command of supervision for taking instruction, this chain of command will be strictly adhered to.
• Mobile communications (mobile phones) will only be used where there is Union Agreement and will not be used as a replacement for in-line supervision.
• No engagement to take place on Change Agendas, at any level.
• Work related materials will not be carried in Member’s private cars.
• Goodwill and non paid extra curricular activities within the employment will cease.
• Members will not carry out the duties of a higher grade without the proper remuneration.
• Members will no co-operate with work associated with vacant posts nor unfilled promotional outlets.
• Members will resist re-deployments not previously agreed with the Union.
• Strict observance to Health & Safety will apply.
• Members will evaluate their involvement in Workplace Partnership Committees within their respective employments and will only continue in the Partnership process based on benefits to their continued involvement.

Please also be informed that Phase Two of the PSC of ICTU action plan is to be rolled out after the completion of Phase One. Phase two may take the form of any of the following:

• Intermittent selective strikes.
• Work to rule / non-cooperation campaign.
• Targeting specific areas in response to the threat of compulsive redundancies and disciplinary action for non-cooperation.
• Demonstrations and protests in conjunction with service users as appropriate.
• Wide scale national strike.

Please note this Union reserve the right to escalate any or all of these actions without further formal notice where it is found any Member of this Union is being disciplined or victimised for participating in this campaign.
